After a lot of scrambling here is what I got back from the powers to be.
"From my understanding, these are not throttle adjusters. Any “throttle stop” type device must be pre-set and non-adjustable during run. Again, my understanding of what everyone is worried about is a carb adjustment device that can lean out or adjust fuel/air mixture prior to staging. It is our belief that those are not outside the lines of the rule of throttle control or stop adjustment."
